A public meeting regarding the CSO Phase 1 project was held on December 20, 2011. The purpose of the meeting was to present the proposed construction schedule to the effected residences and discuss any citizen's concerns. The CSO Phase 1 project involves the installation of new underground utilities along the entire length of
The proposed construction work schedule is shown in the image below. The contractor plans to start on the west end of the project, near Ben's Carwash and install lines to the east. As cross streets are come to, work will be done along them as well as Hall Alley in areas. The schedule is estimated to be around 12 months to get from the west end of the project to the east end, but unforeseen issues could delay construction in some areas.
The overwhelming concern is regarding the construction work's effect on traffic and parking. The engineer and contractor assured the public that all of the effects on traffic and parking will be minimized as much as is practical. The project will progress from the west end of the project to the east. Residences will only be affected around the current work area, not for the entire time the project is under construction. There will be inconveniences for everyone, but every effort will be made to work with the residences and make the inconveniences as short as possible.
Another concern is regarding the road surface. During construction in the winter and early spring, the contractor does not have the ability to repave the road due to cold temperatures. All of the material excavated from the construction work will be removed and all trenches will be filled in with gravel to minimize settlement. This gravel surface over the trench will be maintained until paving can be completed over these areas in the spring. The contractor plans to pave periodically through the project to keep the driving surfaces as close to existing as is practical.
